Whitehall to look at future of township's parks, recreation

The Whitehall Township Board of Commissioners is expected on Monday night to accept the bid of a Harrisburg-based civil engineering firm to conduct an evaluation of two recreation projects.

WHITEHALL TWP., Pa. — Whitehall Township is looking to undertake a thorough review of its plan for parks, recreation, open space and trails.

The township Board of Commissioners on Monday night is expected to award a contract for the comprehensive evaluation to Harrisburg-based civil engineering firm Herbert, Rowland & Grubic.

The firm bid $73,600 to do the update. The firm also is expected to be awarded a contract for an evaluation of the township’s Jefferson Street Recreation project related to leakage at the outdoor swimming pool.

That is expected to cost $44,000.

The township Recreation Department committee accepted the bids Sept. 15 from among proposals submitted by four companies.

Official action of the bids is expected at a Board of Commissioners workshop at 7 p.m. Monday in the township’s public meeting room.

'Guide for the next 10 to 20 years'

The initiatives will provide the basis for the future recreation and leisure needs of the residents and visitors of Whitehall Township.

Whitehall's Bureau of Recreation oversees about 370 acres of park land at 30 different sites throughout the township.

The properties range from small tot-lots to the 10-acre Whitehall Parkway and Ironton Rail-Trail.

“The recreation upgrades plan started in 2021,” township Bureau Chief or Recreation Brandon Hibbler said Monday.

“We want HRG to examine the future of our parks and recreation facilities, how we operate everything from programs, staff and maintenance.

“We also want to learn if we should use our existing building or build a new one and how to grow our open space and trails."

He said the study will provide "a guide for the next 10 to 20 years.”

HRG also will examine the structure of the 55-year-old Jefferson Street pool, which has been closed for four years because of leakage, Hibbler said.

The proposal by HRG was judged by the committee to meet the specifications and provide the most economical response to the township’s needs.
